Garland was named senior executive vice president/racing of the NJSEA in March 1998 to oversee all of the Authority's racing operations at its two venues, Monmouth Park and Meadowlands. Garland earned undergraduate and law degrees from Wake Forest University and a master's degree in political science from Rutgers University. He joined the New Jersey Racing Commission as a deputy director in 1983. He was named executive director of the racing commission in 1986 and served until his appointment with the NJSEA in 1991.
In addition to his new role on the NTRA Board of Directors, Garland is the current vice chairman of the board of Harness Tracks of America and is a director on the board of the Thoroughbred Racing Association and United States Trotting Association.
