Flanery was secretary of the Finance and Administration Cabinet of the Commonwealth of Kentucky from January 2001 to December 2002 and as deputy secretary of the Cabinet between June and December of 2000. Between October 1996 and May 2000 he served as deputy secretary and legislative liaison for Kentucky's Transportation Cabinet. An attorney, Flanery also served as the Transportation Cabinet's executive director for the Office of General Counsel between February and September of 1996. From January 2003 to August 2004, Flanery served as executive director for the Regional Leadership Coalition.
Churchill Downs Inc. announced Monday that T. Kevin Flanery has been appointed to the position of vice president of national public affairs. Flanery, 40, will report to CDI executive vice president, chief development officer and general counsel William C. Carstanjen, and will assume his new responsibilities Dec. 15. Flanery, who will oversee public affairs and legislative activities for CDI and its affiliated racetracks at the state and national level, has been president of Hagan Properties Inc. since August 2004.
