The Ohio State Racing Commission July 10 began the process of transferring racing licenses from existing racetracks to new locations.

Approval of rules governing the moves was another step in the regulatory process. OSRC chairman Robert Schmitz said the commission hopes to complete the process during the final three months of 2012.

Penn National Gaming Inc. intends to relocate Beulah Park near Columbus to the Youngstown area, and Raceway Park in Toledo to Dayton. PNGI will build new facilities that will include video lottery terminals.

PNGI agreed to pay relocation fees under an agreement with Republican Gov. John Kasich. All Ohio tracks that apply for licenses to operate VLTs must pay $50 million.
