Gallagher Leaves NTRA for NYRA Position
Jim Gallagher, executive director of the National Thoroughbred Racing Association Racing Integrity and Drug Testing Task Force, will leave the organization March 28 to take the position of vice president of pari-mutuel operations for the New York Racing Association.Dr. Scot Waterman, the task force's director of procedures and methods, will succeed Gallagher as executive director of task force, which is working on drug-testing procedures and facilitating the efforts of a medication committee that first met at the Racehorse Medication Summit last December. Waterman joined the NTRA in April 2001."Jim did an outstanding job serving as a catalyst for the task force and fostering an outstanding level of cooperation among the various racing jurisdictions so that drug-testing standards and methodologies can be improved in a meaningful, long-term way," NTRA commissioner Tim Smith said in a statement.

Gallagher will oversee the mutuels department, account/telephone wagering, and wagering operations with the TV Games Network and New York's off-track betting corporations. He will also work closely with other NYRA departments and on rules and regulations.Gallagher will also continue to assist the drug-testing task force in an advisory capacity.
