Memorial Service for Kirk Breed Sept. 7

A memorial service for Kirk Breed, executive director of the California Horse Racing Board, is to be held Sept. 7 at 2 p.m. PDT at Westminster Presbyterian Church, 1300 N Street, in Sacramento.

Breed, 73, died Aug. 7 after a valiant two-year fight against cancer.

He is survived by his wife, Mary Ann, and their daughter, Cloe; three children from a previous marriage, Ashley Neumann, Shayna Guigliano, and Monte Breed; three grandchildren, Wyatt and Halle Neumann and Piper Guigliano; and three sisters, Anna Osban, Gloria Headerlin, and Amelia Baugh.

Breed began his tenure as the CHRB's executive director Feb. 26, 2008. The Choctaw, Okla., native was a former lobbyist and legislative analyst in California, as well the general manager of the California Exposition and State Fair (Cal Expo) for six years after being appointed by Gov. Jerry Brown in 1979. He began a long and distinguished career in public service in 1963 as a volunteer Peace Corps worker in Chile.
