Cuomo Tabs New Racing Advisor in NY

A respected expert on racing matters has been selected for a new position to advise New York Gov. Andrew M. Cuomo on racing and gambling issues.

Bennett Liebman becomes a deputy secretary to Cuomo at a time when the industry is struggling and efforts are underway in some sectors to do everything from consolidate OTB corporations to expand non-Indian casinos in parts of the state.

Liebman, a former commissioner at the state Racing and Wagering Board for 12 years until 2000, has been executive director of the Government Law Center at Albany Law School. At Albany Law, he started a think tank and law program on racing and gaming issues, and also ran a widely attended racing and gambling law symposium during the Saratoga race meet.

A lawyer who also worked in the administration of former Gov. Mario Cuomo, the current governor’s father, Liebman has also been a member of the New York Racing Association’s board of directors. He graduated from New York University law school and also served as counsel of the state Assembly’s racing committee.

Liebman, who has been a go-to expert for reporters, regulators, and the racing industry for years, could not be reached for immediate comment on the June 10 appointment by Cuomo.

Liebman's appointment comes as a number of racing matters are stalled in the Legislature, which is entering the final week or so of its 2011 session.
