Exchange Wagering on RCI Conference Agenda

The Association of Racing Commissioners International plans to feature discussions on the regulation of exchange wagering at its upcoming 77th Annual Conference on Racing and Wagering Security, which will be held March 23-26 at the La Pavilion Hotel in New Orleans, La.

"With two major racing states--California and New Jersey--having passed legislation authorizing exchange wagering, the time is now to focus on a workable regulatory framework that will protect fans and racing participants," RCI president Ed Martin said.

The RCI convention will feature a presentation by Paul Scotney, the director of Integrity Services, Compliance, and Licensing for the British Horseracing Authority, among others. Scotney has been with the BHA since 2003, and witnessed the evolution of racing regulation in an environment affected by a growing exchange wagering presence.

"We look forward to a frank conversation among colleagues to identify integrity concerns and how best to address them," Martin said. "We are very pleased that the British Horseracing Authority is willing to participate with us in this endeavor."
