Jack Owens Returns to TOC Board of Directors

Jack B. Owens has been appointed to the board of directors of the Thoroughbred Owners of California to fill a vacancy created by the departure of David Bloom.

Owens previously served on the TOC board from 1994 until 2005, and chaired the board in 2001-03 and 2004-05.

Owens is the retired executive vice president and general counsel of the E. & J. Gallo Winery. He previously practiced in large law firms in Washington, D.C., and San Francisco, Calif., had various periods of government service, and taught law at Georgetown University Law Center in Washington, D.C., and Boalt Hall School of Law in Berkeley, Calif.

A resident of Modesto, Calif., Owens has been an owner and breeder of Thoroughbreds for more than 25 years, racing primarily in Northern California.

“We are extremely pleased that Jack has agreed to serve on the TOC board again,” TOC chairman Arnold Zetcher said in a statement. “His legal expertise, along with his extensive understanding of TOC’s history, goals and mission, will be an invaluable asset to the organization.”
