Out-of-Competition Testing Meetings Set in KY

The Kentucky Horse Racing Commission has scheduled two informational sessions on proposed regulations for out-of-competition testing.

The KHRC and the Kentucky Equine Drug Research Council are developing regulations for out-of-competition testing, which entails testing horses on non-race days. It is used primarily to detect illegal blood-doping agents.

According to the Kentucky Horsemen’s Benevolent and Protective Association, the meetings are open to owners, trainers, veterinarians, and other interested parties.

The meetings are scheduled for Aug. 24 at 10:30 a.m. EDT at the Churchill Downs recreational hall, and Aug. 25 at 10:30 a.m. in the meeting room adjacent the Keeneland track kitchen.

As part of its contract with Churchill Downs, host of this year’s Breeders’ Cup World Championships, Breeders’ Cup wants out-of-competition testing in place in time for the Nov. 5-6 event. Because of the time frame, it is likely emergency regulations will be needed.
