The Racing Officials Accreditation Program, in coordination with the University of Arizona Race Track Industry Program, will host its first “Conference on Officiating Horse Racing” Dec. 8 in Tucson, Ariz.
The conference will be held from 8 a.m.-4 p.m. on Monday, the day before the start of the Symposium on Racing & Gaming, at the Westin La Paloma Resort. The conference is designed for stewards, judges, racing commissioners, regulators, horsemen, and racing fans who are interested in the daily regulation and officiating of horse racing.
The agenda includes presentations and discussions on determining penalties for rule violations; trainer responsibility and extenuating circumstances; enforcing house rules; race video review for interference and disqualifications; model rules development and adoption; coordinating uniform regulations; and education requirements for licensees.
Frank Lamb, former executive director of the Wyoming Horse Racing Commission, will moderate the discussions. Featured presenters will be Alan Foreman, chief executive officer of the Thoroughbred Horsemen’s Association; Dr. Ted Hill, The Jockey Club steward at New York Racing Association tracks; Eddie Arroyo, Illinois Racing Board steward; Dr. Scot Waterman, executive director of the Racing Medication and Testing Consortium; Hugh Gallagher, executive director of the Delaware Harness Racing Commission; Duayne Didericksen, chairman of the American Quarter Horse Association Racing Committee; Stan Bowker, chairman of the Racing Officials Accreditation Program; and Joe Gorajec, executive director of the Indiana Horse Racing Commission and chairman of the Association of Racing Commissioners International.
Registration is free, and lunch will be served.
