Jockey Mike Rowland won the 3,500th race of his career Monday at Thistledown, where he has finished first in the standings 24 times. Rowland hit his latest milestone aboard Jeff Novak and Bart Breslin's Providence Pete in the first race at the Cleveland, Ohio-area track. Rowland rides regularly at Thistledown and Mountaineer Park in nearby West Virginia. ... The board of directors of the New York State Thoroughbred Breeding and Development Fund reinstated the 90-day residency rule for returning mares. The board had previously waived the rule in response to growing concerns about foal losses in Kentucky.
