Trainer Norman Miracle said he's likely to appeal a $2,000 fine he received in connection with the switching of two horses at Churchill Downs. One of them is a half-brother to Monarchos, winner of this year's Kentucky Derby.

The Courier-Journal of Louisville, Ky., reported that Miracle was fined by stewards for violation of a rule that says trainers are responsible for proper identification of horses under their care. The Kentucky Racing Commission fined, rather than suspended Miracle, because the evidence suggested the incident wasn't intentional.

Miracle said he probably would appeal because he believes the fine is too high, and because others may have been at fault.
