New York Moves Closer to Joining National Licensing Program

Bills that would allow New York to join the National Racing Compact are moving through the legislature. New York would become the ninth member of the compact, which facilitates licensing for owners, trainers, jockeys, and harness drivers.

Proponents expect the measure to be approved this session. New York would join Delaware, Florida, Kentucky, Louisiana, Nebraska, Virginia, Washington, and West Virginia as members of the interstate compact. Several other states, including California, are pursuing legislation to join.

Currently in New York, a detailed process must be completed -- everything from financial and criminal background check to fingerprinting -- for all licensees. The measure would permit people in racing to get a single license authorized by the compact.

Backers believe if New York is in the compact, other states will be encouraged to join. The compact's license is good for three years for $50 per year, plus the individual fees a state may charge for racing within its borders.
