Four groups vying for the franchise to operate Aqueduct, Belmont Park, and Saratoga will present their proposals during hearings April 10-11 in Albany, N.Y.

A committee formed by New York Gov. Eliot Spitzer will conduct the hearings. The bidders are Capital Play, Empire Racing Associates, Excelsior Racing Associates, and the New York Racing Association.

The franchise, which expires Dec. 31, is currently held by NYRA. Last year, the Ad Committee on the Future of Racing in New York selected Excelsior Racing to operate the franchise, but the decision was non-binding. Spitzer reopened the bidding process.

Details on the proposals are available at the New York State Racing and Wagering Board Web site.
