The Ontario Racing Commission in Canada issued a directive May 19 requiring all owners and trainers to make their horses available for random blood testing.

"The medication control program focuses on significant change of performance of all horses racing in the Province of Ontario," Terry Stone, ORC's director of racing, said in notice announcing the directive.

"The ORC is committed to expanding the medication control program beyond existing pre-race, post-race testing and retention requirements."
