The National Thoroughbred Racing Association has hired former Santa Anita Park president Lonny Powell as a legislative and regulatory affairs consultant. Powell will keep NTRA members up to date on legislative and regulatory matters and assist the NTRA Task Force on Economic Regulation.

Powell also will coordinate the Thoroughbred industry's response to current immigration issues and new Environmental Protection Agency regulations, the NTRA announced Tuesday in a statement.

Powell was an NTRA board member when he headed Santa Anita for Frank Stronach's Magna Entertainment Corp. He left that job last year.

Jay Hickey, president of the American Horse Council, said the EPA could subject "horse facilities" to the Clean Water Act pollution regulations on water discharge. He used that as an example of an issue Powell will address.
