The New York State Thoroughbred Breeding and Development Fund has changed the procedure for verifying New York-bred status.
Beginning April 11, the "sealing procedure" will be eliminated because of advancements in Internet technology. Individuals now have greater ability to verify New York-bred status online, which eliminates the need to physically affix the seal, the organization said in a March 17 release.
Breeders and owners no longer need to forward The Jockey Club certificate to the NYSTBDF for the sealing process, and the use of certified mail to and from the post office will be discontinued.
Upon status verification from a secure Jockey Club Web site by NYSTBDF registrar, a New York-bred certification card will be issued providing all other registry requirements have been fulfilled. The certification card will afford the same registration status as formerly sealed applications.
"By eliminating the need to send Jockey Club foal papers into the fund office, it streamlines the process for breeders and makes the entire procedure more efficient," said Martin Kinsella, executive director of the NYSTBDF. "It will accelerate foal-application approval times. Internet advancements have made it possible and easier to process New York-bred papers without waiting to receive the paper copy of The Jockey Club certificate, and the time has come to utilize these tools.
"The continued reliance on certified mail is becoming an antiquated procedure and is unnecessary in this time of expanded computer use. I know that everyone in the breeding industry will find this registration improvement easier and additionally user-friendly."
