Three applications to conduct telephone account wagering in Virginia were submitted to the state racing commission during its monthly meeting Wednesday.

TV Games Network, Youbet.com, and Colonial Downs were the only three companies to have their applications submitted, but Xpressbet and AmericaTab will join the group shortly, said Stan Bowker, executive secretary of the commission.

Each account wagering service must first reach agreements with Colonial Downs and the Virginia Horsemen's Benevolent and Protective Association before applications can be approved by the commission.

Also at the meeting, Colonial Downs reported a new off-track betting facility in Richmond opened Nov. 12, making it the fifth in the state. Current legislation allows for six OTB's in the state.

Colonial Downs officials told the commission a formal license application for a facility in South Richmond would be submitted by the end of the year.
