California Gov. Gray Davis announced the reappointment of William A. Bianco as a member of the California Horse Racing Board on Feb. 28. Bianco, 63, of Saratoga, Calif., has been a member of the board since his appointment by Davis in 2001. He is the retired chairman and CEO of the Kinetic Group, a company that provides infrastructure to the semiconductor, pharmaceutical and biotechnology industries. Bianco is also the chairman of the Mechanical Contractors Foundation of America...Dominique J.F. Tijou has been named farm manager at Monticule, a 550-acre farm on Harp Innis Pike near Lexington. Tijou is a native of France who has managed standardbreds and Thoroughrbeds in France, Italy, and the United States. Tijou joined Monticule in April 2000 as broodmare manager, and in 2001 he also became manager of the sale preparation and the sales staff and was assistant farm manager...The Kentucky Association of Equine Practitioners held its annual meeting on Feb. 6 in Lexington. Dr.Bill Bernard, outgoing president, introduced the 2003 slate of officers and new board members. They are: Dr. Richard Holder, president; Dr. Jim Morehead, vice president; and Dr. Nancy Cole, secretary/treasurer. Drs. Roger Augenstein and Neil Williams will fill three year terms on the board of directors to replace outgoing board members Roberta Dwyer and David Beckman. Dr. Debbie Spike will fill a two term vacancy on the board, along with existing board members Dr. Helena Carroll, Alan Dorton, and Rhonda Rathgeber. Dr. Chet Blackey serves on the board as the Kentucky Veterinary Medical Association liason. Dr. Sturart Brown has been appointed chairman of the KAEP Programs Committee ...Dogwood Stable president and author Cothram "Cot" Campbell will make several appearances at Gulfstream Park this Saturday. From 11:45 am - 12:30 pm, Campbell will be featured on Mary Ryan's "Paddock Show" program. From 1:00-2:00 p.m.m Campbell will be signing copies of "Rascals and Racehorses" in the clubhouse lobby. The seventh race of the day will be titled "Rascals and Racehorses" and Campbell will be presenting the winner's trophy. "Rascals and Racehorses" was published by the Eclipse Press division of Blood-Horse Publications, Inc.... Churchill Downs has appointed Edward D. Blaser, Jr., to the newly created post of deputy director of security. Blaser, 47, recently retired after a 25-year career withthe Louisville, Ky. Police Department. Blaser, who played a key role in the implementation of the strengthened security procedures at Churchill Downs for the 2002 Kentucky Derby and Kentucky Oaks, will report directly to director of security Bob Bailey.
