Jacqueline Wagner, longtime policy and regulations manager for the California Horse Racing Board, has been promoted to the position of assistant executive director.
Wagner had been assisting executive director Kirk Breed with the responsibilities of the assistant executive director since the retirement of Bon Smith last year. She also continued to manage both the Policy and Regulations and Licensing departments.
Wagner came to the CHRB in 1992 from the Franchise Tax Board. She was promoted to policy and regulations manager in 1997. She left the CHRB for one year when she was appointed by Governor Arnold Schwarzenegger to the position of deputy director for legislation and communications with the Department of Fair Employment and Housing.
When she returned to the CHRB in 2005, in addition to managing policy and regulations, she was named manager of licensing.
