The New Mexico Gaming Control Board recommended against renewing R.D. Hubbard's gaming license to operate Ruidoso Downs during a meeting on Wednesday.The four-member board will not take action on the recommendation until a legal review of a state law is completed. Peggy Hardwick, attorney for the Gaming Control Board, told the Las Vegas Sun the law bars issuing licenses to anyone who is barred from gambling operations in other states. Hardwick said Hubbard was "effectively barred" from being involved in gambling activities in Indiana after he reached a settlement with state officials earlier this year.Hubbard and two other people are seeking permission in New Mexico to build and operate a new racetrack in Hobbs. Hubbard's attorney, Billy Blackburn, told the board on Wednesday that his client had voluntarily given up his license in Indiana.
